This rule implements a standard that is mandatory for strollers and cars in accordance with Section 104 of the Danny Keysar Act on Child Product Safety Notifications as modified by the Consumer Product Safety Improvement Act of 2008(CPSIA). The rule incorporates the most recent voluntary standard, ASTM F833-13b developed by the American Society for Testing and Materials. It also sets out requirements and testing methods to reduce the risks caused by these products. CPSC staff worked closely with ASTM participants in the creation of this standard.
