The purchase of used baby gear is risky even if it's been used for a few months. Secondhand products are not required to be registered at the Consumer Product Safety Commission, unlike new items. As a result, there's no way to determine whether a product has been subject to recalls--which can happen for any reason, from design flaws to manufacturer's inability to meet federal standards. If you purchase a new stroller, however, you'll have the option to register it and be notified of any recalls that could occur.

This rule establishes a mandatory standard for carriages and strollers as per section 104 of the Danny Keysar Child Product Safety Notification Act as amended by the Consumer Product Safety Improvement Act of 2008 (CPSIA). The rule incorporates the most recent voluntary standard, ASTM F833-13b developed by the American Society for Testing and Materials. It also sets out requirements and testing methods to minimize the hazards posed by these products. CPSC staff worked closely with ASTM stakeholders to create this rule.
